How could the CRA been to blame when only 6% of the subprime market was loans to low income areas from CRA regulated banks? How can the CRA be to blame when out of the top 25 subprime lenders only 1 was regulated by the CRA? The CRA is only blamed because it makes a scapegoat out of minorities, the poor and jimmy Carter.
