No, it's a wallpaper and a plasma wallpaper plugin, that draws the animated stars. Take a look at kde-look in plasmoids section and search for star field, then compile it, and choose the plugin in plasma desktop settings. On my PC with GF8800GTS, core2quad (4x2.4gzh), and 4gigs of ram it works perfect.

On the screencast it's 4.3, but i'm using it with 4.2, too and it works good. :)
