This is an improv outro solo, improv means spontaneous and not prepared. It might seem like the outro doesn;t have structure, but Frusciante is just pouring out what he feels at that moment. Emotion doesn't have a beginning, middle, or end. Therefore your feedback isn't valid to the situation at hand.

He did different improv takes to make it have a beginning, middle, and an end. So technically, yes it was improv, but it was arranged to be told like a story and was composed as such. I don't think Hendrix did Little Wing as a different solo every time he played it live. Frusciante does.
