Viper is still very powerfull and if someone mentioned that ryu, eth and cammy are top tier (If I'm not mistaken ti was daigo) it's very early to listen to this kinda shit. This game is balanced more than ever atleast in my opinion. Ofcourse there will be some charachter's that are stronger than other (Ex. Ryu and Dan) but you can pretty much play with anyone you want to. There's no charachter's like yun fei and yang like in vanilla ae.

Anyway, knowing the Ryu matchup at any level is fairly straightforward. Vier, on the other hand I feel is tougher. Regardless, there are 39 characters in this game and it's about as balanced as it can get. This Ryu had a tough time like most people do against an insanely good player...look at th ambiguity.

Technically and speaking from an execution point of view, Viper is more difficult to master. To win at the highest level consistently... Well; Ryu has counters to everything every character has. The problem is this - how many players have the ability to change their style dramatically based on the matchup and win?
