The best part about GTA IV, TLAD and TBoGT is that they all intertwine together, somehow, sometime or another throughout all 3 stories. It's incredible... you wouldn't have understood some of the inside jokes or scenes if you hadn't played GTAIV, or you would have just brushed it off unknowingly. Microsoft simply gave Rockstar a good deal to keep this episode exclusive for a while. Nothing wrong with that - it's business.
