You sure that isn't simply a launch from Vandenberg AFB in SoCal? Those can be seen for hundreds of miles, and look just like this. I've seen them on more than one occaasion from Northern CA.

"?" Incomming? It looks like it's out going and what we're seeing is the end of the first stage and beginning of the second stage. Those trails are somewhat typical of an object being launched INTO the atmosphere - not Entering it.
