*Major spoilers for 358/2 Days*

Roxas was only able to dual wield his keyblades because when Xion died, she passed on her keyblade to him. Once he rejoined Sora, Sora become complete as both Roxas and Xion were a part of him. They never had "extra" keyblades. They were only able to wield copies of Sora's keyblade because of their connection to him. Hope that made sense.
