Your assumptions are incorrect I'm afraid...It never said it attacks crowd, pretty much the opposite, the crowd was bothering the animal which sought for shelter at that guys (the bald geezz) house. The authorities sent vets and they are basically looking after it.
Thats a place in the South of Brazil where the water is slightly colder than the rest of the country's.

In fact the place is located in the so called "southeast region" of Brazil. It's almost 500 Km north of Rio de Janeiro and more than 3.5000 Km north of the place in Argentina where they use to be found - what makes the event even more interesting!!! ... The average sea-surface temperature (SST) in Guarapari is 24C (75 degree Fahrenheit)

They are just curious. I would like to note that there's NO elephant seals living on Brazil. So it was a great surprise to everybody to see this animal out on the beach.

I was surprised too and I don't even live there.
There are only a few places in the world that elephant seals like making their home.
