@supermariosonica Most likely a tribute. Mega Man 9 was developed by Inti Creates, the same developers who designed and made the Mega Man Zero franchise. Tornado Man is a tribute to Harpuia and Splash Woman is a tribute to Leviathan. And who knows, perhaps Magma Man could be a slight reference to Fefnir, you know, with the dual cannons and stuff.
