It's very obvious if you actually listen to what Mineta is saying that the order he refers to as "standing" under Cheney's authority is an order to SHOOT DOWN the aircraft, not to "stand down", or NOT shoot the the aircraft.

No offense, but does that make sense. US is a criminal and imperialist state. However, I doubt that the nation is going to attempt to minimize the "middle class" (top 45%).

That's because that class's hyper consumption behaviors is what allows US to maintain its economic might. China does not need to export goods to US, but that arrangement greatly benefits US.

The same goes for export-dependency to US amongst resource-rich nations. It shouldn't be surprising that most are despotic.

Point being, US corporate policies is attacking the poor and working class who make up half the population. These segments once "served" the upper half (often highly paid for doing meaningless work).

However today those jobs have shifted towards China, because that enhances consumption within US. In return, low paying/ security retail jobs are established as alternatives for the working class.

Just look at two similar social groups on the opposing political sphere: blacks and poor whites.
