Setion 861 doesn't apply to Citizens of the U.S. becasue the source of the income does not matter, you are taxed on your world-wide income.
Section 861 won't get you out of paying taxes on your wages.

Yeah, he tends to ramble and repeat himself a lot. We're into the third video, and he hasn't even begun to prove or disprove wether or not this Green fellow needs to pay income tax. I also support the FAIR Tax and encourage everyone reading this to sign the petition. We can get it passed if we band together as honorable citizens. The politicians can't withstand a massive enough groundswell of support for the fair tax.

Even a casual reading of section 861 and its regulations makes it clear that the statute and regulations were enacted to deal with the problems of calculating the taxable incomes of nonresident aliens, or for dealing with special provisions for taxpayers with incomes from sources outside of the United States
