You're testing it wrong.

You have to charge the cap first.

this is nonsense....and even if the meter he's using has a built-in cap tester it's still nonsense.

you can measure the value of small caps with these meters but I would not rely on them.

You need a ESR meter, you can buy them for $49.00. This is the only way to test capacitors.
