Police have to keep ground units in pursuit. They can pull back at any time...mainly when the driver is driving like an idiot. You say a helicopter can keep track of him...it can. But wut happens when the driver bails out and makes a run for it....its a lot harder for the helicopter to follow a smaller target let alone set down, bail out, and pursue on foot. That is the ground units job.
