This dance is Korean for sure. It was first choreographed as this present form " flower fan dance" in 1940's. But the positions and moves originated from Korean traditional dances, which are different from Chinese or Japanese dances. The fast movements came from the Korean shaman ritual dance which is danced by a shaman woman with a fan. and most of slow moves came from the royal ceremonial dances, of which root can be traced to Silla dynasty (more than a thousand years).
That comment wasnt from me but from an adjacently standing traditional korean dancer, who explained that while the roots of the dance are based in korean traditional practices, the actual style of dance was appropriated during the 1930s from China under the auspices of the Japanese.

i've heard that the chinese fan dance is slightly based on the korean one, but here it says its the other way around. i dont know which one to believe.
