The "need workers" and "no pick-up" signs aren't as contradictory as they seem in the video.

The "need workers" sign points people to the official day laborer pick-up site that is sponsored by Arlington County. The "no pick-up" sign across the street is supposed to keep people from lining the streets approaching the official site. (Obviously it doesn't work very well). I drive by here every day on my way to work.
