i seriously doubti jiraiya is still stronger then itachi but jiraiya isent a wind element so he cant go beyond the normal rasengan like naruto or youndaime, jiraiya is a fire and earth element, youndaime died before he could finish his unlimate technique so the only one who can really master the rasengan and all of its powers is naruto

The question of who is sronger, Jiraya or itachi is not easy to answer, much, or i would say most of Itachi´s abilities are yet to be seen, we also have not seen Jiraya´s full strengh, though Itachi has mangekyou, Jiraya has frog summon, rasengan, and he is capable of changing landscapes, remember the swamp he created when fighting Orachimaru.
