That is different. Electrical reactive armor simply consists of what is essentially a large capacitor in panel form. When a metal (or any conductor, really) projectile perforates the first layer and then makes contact with the opposite plate of the capacitor, the capacitor discharges with enough energy to vaporize the penetrator. The huge volume of metal vapor then violently expands in the direction away from the armor since there's less atmospheric resistance in that direction.
The creation of an 'energy shield' is, in some ways, almost a mathematical impossibility. Just to create a shield that covered a square inch would require enough energy to power the US for 100 years. Soldiers typically carry over 88 pounds of gear - food, water, ammo, weapons, GPS, Radios, NBC (Nuclear/Biological/Chemical) protective gear, batteries, etc. Try carrying that in 100 plus temperatures for any length of time and then fight effectively. Taking some of that load off the soldier will increase their endurance and help them stay sharp.
