With the card destruction thing in more detail, it says "each player sends their entire hand to the graveyard, then draw that many cards". So if you have no cards, you discard 0 cards,and you draw 0 cards.

a quick question if its ure opponents turn and they have a reborn tegu they summon u torrential tribute having elemental hero the shinning on ure side do u get the shinnings effect

Your opponent can activate card destruction while you have no cards as long as they have at least one card in their hand other than card destruction.
Because its not a cost for both players to discard in order to activate card destruction.
