I've seen women who look better with short hair, but they are a rarity. Usually, it is a mistake, as you say. Women with long hair should never take hair advice from other women with shorter hair, even if it's a mom or sister. Maybe especially if it is.

Actually a round face looks better with a shorter hairstyle (above the chin to mid-ear length bobs & such) as long hair tends to make the "roundness stand out!
