In the United States one such case was in Pennsylvania where Bill Stinson won an election based on fraudulent absentee ballots. The courts ruled that his opponent be seated in the state Senate as a result (see wikipedia. Electoral fraud.)
To prevent fraud in central tabulation, there has to be a public list of the results from every single polling place. This is the only way for voters to prove that the results they witnessed in their election office are correctly incorporated into the totals.
Run an exit poll, best way to uncover fraud. In order to get the best results, an exit poll should be taken at all voting districts.
Request you be allowed to see the voting rolls. Every voting precinct has the voters that are expected to vote in that district. If there is a voter that is not on the roll for that district, it's within your rights to challenge that voter. The voter must then prove that he is eligible to vote in that district. Ask to see the roll & challenge if necessary
