The problem with Question Period is that it does not work in the United States as the US uses a presidential-congressional system and not a parliamentary system. The executive is not responsible day-to-day to the legislative part of the government. In a parliamentary system such as Canada and the United Kingdom, the executive is responsible to the legislature and its members, by convention also hold a seat in Parliament.
Question Period, as it's known in Canada, works very well! But there is a flaw that I hope, if instituted in the US, that should be rectified so it doesn't plague your system either: "the government shall answer or differ questions with answers by any selected member." .... Sometimes the question never gets answered, just political BS gets repeated .... make sure to include in that petition that the question MUST me answer to the satisfaction of whom ever posed it! Critically essential.
I'm ambivalent. I'm sold on the entertainment value and think it could boost transparency in govt. On the other hand, it could very well turn into masturbation, i.e. hammering home talking points already raised in the House for PR purposes.

Off the cuff skill is not something I think any recent President has. Reagan was okay, but not great. Obama is certainly no ace in this regard, not as bad as Bush, but hardly even good.
A McCain (at least ten years ago), Huckabee, or a Lieberman would probably do well in such a scenario.

I would love if we imported Question Time, and since this president is all about transparency and whatnot, I think he'd be receptive toward it.
