I know what you mean, but in TAS speed runs the game is cleared really fast, so it seems like Sonic is traveling really fast. Don't get me wrong, he is, but this is the fastest he goes without glitching into walls or anything like that.

The person can make Sonic go really fast, but when the objects placed in the level do, (in this case, the black ball chain things) that's what's amazing.
