The thing with laptops is that a system board replacement takes care of almost everything. You have 5 parts to a typical laptop: hard drive, LCD screen, memory, processor, and system board. The hard drive can be tested in another computer. The LCD screen going bad won't cause system beeps. Processor failures are infrequent. Memory errors are more common. System board problems are the most common. Given the above information, a system board replacement is 66% likely to fix boot problems.

It's a video issue. You can't get past that screen to update the BIOS, so the only option you have is to replace the system board. I've had 2 or 3 do this.
I have a Dell Inspiron 8600 that has exactly the same beep code aparently it means you need to flash upgrade the BIOS to version A04 I have not tried it yet because the machine won't boot past the bios. Apparently it is some kind of Video problem
Yeah. I've had this same error message on other systems. The good thing about most laptops is that if you replace the system board, you replace 90% of the computer.
Huh? The audio is out of sync, but yeah, it's the computer. I've since had another one come in with the same problem. No word on what the beeps mean, though.

General Failure
It will sound for graphics, hard drive, memory, motherboard, connection, anything, it's just an alerting sound.

It's never a unique sound, I've had shat loads of errors from dell and ones I've made too on my inspiron and its the same sound for all kinds.
