Equip your pistol, and wait for him open his heart (or whatever is that) and shoot!

Man You can kill this Smog Bastard in only 2 or 3 Shots! Too more easy!

It really is best to save your ammo when shooting smog to wait until they open their yellow lungs before shooting them.
