It's actually "sainara Hareru ya". "Sainara" is how to say "goodbye (sayounara/sayonara)" with a Kansai accent "Hareru" means "Clear up" (as in weather), "ya" is the kansai version of "da", which means "is" etc. But then they changed the name to "Hareru ya, Good Bye"
