This is not real, it's merely a mod on some Ukrainian/Russian servers which has changed a Dispenser to an Amplifier, I played on one. Instead of building animation it shows a (sort of) wireframe made in 3D with no animations at all, and it is FORCED on those servers since there's no way to change Engineer's weapons and buildables for now. Don't fall for it, I seriously doubt that Valve would let this "leak" pass by.

For that matter, you wouldn't even need a sourcemod to make it all minicrits. You could just change the damage value in the engineer pistol ctx file.

You could turn on all minicrits and make the dispenser not heal or give ammo with a server mod, make the amplifier replace the dispenser, make the amplifier gibs replace the dispenser gibs, make a the custom particle effect coming out of the tower replace the healing beam, and make the "minicrit buff" particle effect replace the "being healed, glowing" particle effect.

In short, possible (although not particularly easy) to fake with server/client mods.
