It just came out today that the CIA made several assessments pre-invasion that said Iraq would erupt into civil war. The executive branch sat on the information, and didn't declassify it to Congress.

I dont think he was discussing whether or not we participated in causing the civil war to erupt. Of course counter-arguments can be made in terms of what the actual conditions were there before as well. Dictators aren't great either. I am under the impression that he knows the US screwed the pooch here and just wants to take the best corrective action. I used to live in CT for a time. Whatever else Dodd is he has been a consistent and intelligent senator for that state.
