@2000rubs It's a simple animation effect Flash has. I just made the whole graphic an object, blew it way up in the last frame, and added a "motion tween" to it.
Back in the day, producers/networks were overly enamored with synthezisers, and they seem to have felt that they had to grab the viewer by the throat with bold graphics and booming music in order to make a lasting impression.
Ive noticed that there are very few if any really creepy bumpers that follow television shows these days im not sure if maybe there was some sort of psychological study done or not but I remember seeing this once as a kid (i mostly saw the creepy blue mountain logo) and this was one of the scariest things i encountered down to the logo and colors its self to the music the mountain logo always freaked me out for some reason. And very nicely done remake btw.
The "Closet Killer" cue was composed by Dominick Frontiere (he was also responsible for the music for the first season of "The Outer Limits."). Schifrin got a crack at the Paramount logo cue later on.
Closet Killer FTW!

This is probably what it would've looked like if it was videotaped. Similar to the "V of Doom" used in the 80's.

Update:
A possibly better match for the font for the mentioned details instead of QuickType II is Akzidenz-Grotesk Medium.

Correction:
"A DIVISION OF PARAMOUNT PICTURES CORPORATION" should be written in QuickType II Bold, the same as "A Gulf + Western Company"

Couple of suggested corrections for authenticity's sake.
"A DIVISION OF PARAMOUNT PICTURES CORPORATION" should be written in helvetica, possibly bold.
As for "A Gulf+Western Company", the closest looking font I can locate is "Quicktype II" in bold.

the music reminds me of star trek

My understanding is that the music director here is Lalo Schifrin ("Mission Impossible")

That does not surprise me. Have you ever heard the custom Desilu vanity plate that ran at the end of that program? It's almost as bad as this one.

@t40onbass
who's Lalo Shifrin?

@t40onbass I think the composer of this jingle was Dominic Frontiere. It only lasted one season (1969-70).
