Does the light need to be below or above the gohst? Can this work outside as well?

it can be either above or below. They can be placed indoors or out. it just needs a place for the rig to mount above the prop.

Just a simple tube=type black light. 18" tube works great. You can find these at Spencer's, and even Wal-mart.
