IMO tumbling ice/debris.... in the beginning it's out of focus that's why it looks rounded and big because it's closer to the camera which was focused on infinity. When the debris moves more away from the ISS it gets more in focus which presents it as a very small object. No ET's here... imo anyway.
Did anyone notice the thousands of 'fast-walker' craft flying around? They are supposedly small craft, moving at extreme speed.
That become more noticeable when the footage is slowed down.
Just like the footage from the 'tether incident' movie. And NO, they are not all asteroids or space particles, some change direction, and are different colours.
it does look like a washer, not a nut as a nut is thicker and bevelled, and the fact that it looks like its "flashing" cud mean that its spinning , however it seems quite large to be a washer lol and from the old black and white nasa vids from ages ago we see a lot of these circular disc things..hmmmm odd kool vid tho

A washer that "happens" to flash at an specific repetition?...yes right!
The hollow center is due to the camara lens...the "flashing" due also to the frame ratio versus an unknown to earth material oscillation.
...some phenomena are not always simple to explain...

too big to be a washer. Not spinning either. Just pulsating. Look at similar pulsating "things" in the NASA tether footage.
