You mean Helium. It's a gas that's lighter than air, so when you put it in baloons, they float. If you inhale the Helium, it changes the size of your lungs temporarily, so it makes your voice raise in pitch and go squeaky.

It's pretty funny, you should get a helium baloon (sometimes Pizza Hut has them) and try it out.
