The #1 reason people do not own LTC insurance is because they think that the gov't pays for long term care for all. The CLASS Act sends a very clear message: You have to pay for your own, future long term care expenses. That alone will cause private LTCi sales to increase. Additionally, the enormous CLASS Act premiums (for a very limited benefit) will cause the healthy, married couples to purchase more affordable private LTCi rather than the CLASS Act program.
