They are ways for Bungie to tell the back story of the 'Haloverse' and the forerunners. It also ties the series into the Marathon world as well. In Halo 3 there is an added bonus of the Marathon Man Achievement. You will get this achievement by viewing through the end all of the terminals.

oh...well when i used the grav lift to get up to the top the skull wasnt there

I have had that happen a few times. And it seems the biggest reason for this is that you start the level at an alpha or bravo point, and not from the beginning. It sucks, but when I start from the beginning it they have always been there.

i am starting from the beginning, then taking a right turn to skip a large portion of the mission
