I think the 'British' accent is actually Coruscanti, because if you listen to Obi Wan, he speaks with the same accent. Coruscant is the Imperial Capital, so naturally Vader's personal fleet would be compromised of elite Imperial officers (except Ozzel who's an idiot) who mostly came from Coruscant or at least passed through officer training there.
