If you look at the reflection of the anemometer after about 7v it appears as if the hub is doing a lot of "walking". I would guess maybe from creating more pressure then the blades can handle causing the fan to wobble on the hub. Also maybe just a bad sample(?).
Good observation, I noticed this same sort of harmonic occur with all the 7 bladed fans that look similar to this, yates did the same thing. It might go away with a deeper shroud or something, I'm not sure.
