I used to have problems with percent equations in school, until I observed a chemistry teacher routinely doing the following: He just wrote sentences like

"15 is 25% of 60"

as:

15/60 = 25/100

Arguably, this is exactly what you think when you understand percentages. In other words:

"15 is to 60 as 25 is to 100".

Now in a test question, one of these terms will be unknown - meaning you'll write the equation down with a variable and solve for that. For me, this was the most intuitive method.
