Which is why you put them under direct administration before it gets to that stage. Somalia is not a state, but is a no-man's land replete with an installed administration of thieves and thugs, who gain from hundreds of millions of US (your) tax dollars, and are also paid tribute by the pirates, as part of their clan loyalty scheme ( Chatham House, London). Like I already pointed out: The US has only two choices, if it doesn't want to go bankrupt.
