I think there are 24 floors before the summit, and you have to go up 5 more floors at the summit.

its in one of the dungeons where u have to have a key to unlock the thing either that or AR but i forgot which dungeon has fly

You can get it on the 30th floor of Wyvern Hill behind a locked door. To unlock Wyvern hill you need to unlock the dragon cave friend area through a random mission or a wondermail mission with it as its reward.

my heart was beating so fast when i got to the 26 floor i thought i was gonna die because i have no max elixer 1 oran berry and 0 reviver seed lucky me i was lvl 32 when i got there!!!!
