If you do everything in this way and you stop timing when Robotnik begins exploding, it's indeed 0:38 and this video GETS that time. However, if you stop timing when the screen fades out, it's 0:42 and it's physically impossible to get THAT time down to 0:38, unless you're either cheating or playing some weird badly ported version of Sonic 2.

Okay, fine, here's how it goes: Land the 1st hit on him at the moment he's vulnerable. Between hits he has invulnerability frames. Land the 2nd hit on him a few frames after he's vulnerable again. Why? Because if you want to make the 3rd hit you must avoid the flames on the back. Jump in him while he has the invulnerability frames, avoid his arm and bounce-hit off of him over the flames. Though, it's still very hard.
