One of the first experiments I did was to "dangle' just the leads in the water in all three containers. there was a galvanic reaction reading of 78 mv. The current voltage reading with the modules connected is 5 times that.
Are you sure the submerged jumpers are not generating the voltage? Try the experiment again without your special plastic cells use just the submerged jumpers and see what you get
Get those leads and alligator clips out of the water and see what happens
