So what? Wings and spoilers are most effective when coming into a turn. And applying the downforce onto the rear tires whilst turning prevent understeer.

And that's not a wing either. It's a spoiler. Which actually doesn't increase downforce, it decreases lift. Beleive it or not, there's a much bigger difference.

Possibly you should stop reading wikipedia and start reading articles put out by scientists and people with degrees in aerodynamics.
