haha man i live in korea and that car that was on the other side of the guard rail was for either a housesecurity company or a telephone company. they allow them to have lights on their cars. i'm 17 and drive around korea anyways, and they don't enforce shit on the road, unless you get caught on camera. you could be going triple the speed limit and it doesn't matter.
