Starscream probably is capable of kicking Megatron's ass but he just doesn't know it. Since Starscream can't really die, he can just keep weakening Megatron each time he attacks he probably hurts him but doesn't kill him. But, knowing Starscream, he not the type of decepticon that gives up easily, unlike his coward clone in another video... which I really DON'T understand why there was a "she-scream". Starscream is a GUY no bit of him is feminine!!!!!!!
