Tobacco helps it burn better, doesn't smell as strong and it actually makes the highness a little different. As for this method of rolling, this is done to reduce the amount of paper in the joint, which makes the smoke taste bad and everyone knows what it feels like when the joint just burns hella fast on the edges even though there's a lot of weed still lit, that isn't covered by paper.
