I strongly disagree, the toa don't really have any artillary while the Hero Factory on the other hand have loads of guns and can easily build new Heros if some are injured. Toa don't have reinforcments.

@bioniclehero330 They don't need reinforcements. They could take the heroes, and their stupid Hero producing machine out all at once. Plus, the Toa have mask powers. Oh, and about that whole "The Toa don't have guns." What about the Kanoka discs, the Ratooka spinners, the Kordak blasters, the Ninra Ghost blasters, the Thornax launchers and the Zamor sphere launchers? You stand corrected good sir. (Oh yeah, and all those can actually FIRE unlike the Hero Factory guns).
