here in london, if you want to buy from an off license you won't always need an ID, just dont have a shave for 3/4 days works for me. For clubs and pubs I use my ID that has a hologram under UV light :)

True Story: I was at a liquor store one time and the cashier checked this guy's ID because he looked young to buy cigarettes. He looked at the guy and told him that the ID is a fake and kept it. Dude got pissed and threaten to call the cops if he didn't returned his ID so the cashier said don't bother I'll call him for you. If a shop or bar owner asks for an ID and you show them one. IF the police etc. ever came YOU would get done for fraud and the shopkeeper or bar owner would be fine. In russia, france, germany, ireland etc. alcohol is always at the table during a family meal and we all drink wine, beer and cider at this time. At special occasions and certain holidays, we drink more. There is no danger with some common sense and supervision for those under 16. I've been drinking since I was 13 and have rarely been refused a a bar/ nightclub/ restaraunt. And I'm 18.

We are in debt for a lot of reasons, it is overly simplistic and short sighted to say it is only because of "ineffective laws." I think children are fascinated by things that are off limits to them.
