Like right at :25 it looks like they're actually touching real water on the bottom and it's just being projected to the top...I wish there was more info to actually tell what is happening here.

Is it projecting an image on the bottom below the water tray which then goes up to the top cover?

I believe its a projector and a technology called: Extended reality that allows someone to control or interact with programs by movement. The extended reality is a software that can analyze a image pixel patterns so the movement sensor is just a simple digital camera. I personally thought this one very creative because you can get your hands wet.
