When a game gets announced, it's not a spur of the moment idea, there's much planning behind it, so I'd bet that the books on Cuba are a reference and/or foreshadow. IW and Treyarch may be separate, but they are under the same publisher, Activision.

I personally like Treyarch Call of Duty because if you kill someone and the shoot their body you will see bullet marks and blood, unlike IW where you shoot a dead body and the only thing you see gravel, cement, etc. popping out and when did IW started Call of Duty, 2004 I believe. Like, come on after SIX years IW never noticed that, I doubt it. Treyarch did a way better job on their Call of Duty games. And so far they only made two Call of Duty games & so damn well. So Treyarch will kick IW ass
