The high pitched (if you can even call it one) whistle is used for crew comfort reasons. Its easy on the crews ears. The other whistle sounds great (my favorite whistle on any engine) but if you can think about it, it must be bad for the crew's ears and it probably shakes the cab when pulled.
are you sure its not just the way they pull it? I mean, this time it sounded kind of like how the royal hudson 2860 usually blows- they play with it, pull it half way, up-down, etc. instead of just janking on it and holding... I think that is the difference... As a pipe organ builder I know the pitch will change depending how much steam you send through
I must disagree as an organist/pianist there are two whistles on the #2816. The one in this video is repeated in another video clip I just posted from Sept 2007. Apparently it isn't used as much becuase it sits very close to the cab. The other whistle sits out at the front of the locomotive.
I am sorry I just accidentally erased your recent message, I shouldn't have tried to guess which link to click on in a different language. I wasn't sure myself about the whistles until #2816 visited this weekend. I was able to see both whistles. I believe the higher pitched one used more often has some historical significance. But I personally prefer the lower pitch. They did use it occasionally during the weekend.

Yes, It has at least two. The one you hear in this clip is the one I prefer. The other is higher pitched, but seems to be the one the crew prefers.
