its not a vocally produced sound. he does this here by pressing the back of the tongue upto the roof of the mouth...( in a sort of daffy duck type of techinque) if you follow me, and manipulating it to sound like it does, hope you understand it better ;)

Mm i do it different works for me to...KOE KOE is what i do with my tongue. he can do it like that because of the snare TECHNIQUE he uses.
